Dreams and Stories Failed; Where the Shadows Are Deepest of All still in Limbo in Act III

I made a save before starting the end of Act II, just because I was muttering "this really should've resolved by now..." regarding the stage of Shadows where "'Wait for the situation to resolve itself' The Lord Captain decided against going to the dangerous location in person. However, the Liege believes that after the death of the last victim, the area can be safely disinfected.'"

I do remember I think I did the Dogmatic (was there a Faith in it? It's been a minute...) choice with Tocara that let the plague burn itself out (quite literally) rather than force my way in (haha, jokes on me for choosing to prioritize the Emperor).

Despite completing everything in Act II, the area is never disinfected. When I just got into Act III right now, Dreams and Stories has shifted over to Failed, but Where the Shadows is still an available quest... still stuck on disinfection.

Known bug? It looks like it (From a post on Reddit I'm seeing suggestions to use Toybox to teleport yourself into a cell in the Quarantine, leaving, changing mission flags, etc).

I'd bet (but I'm a layman in the extreme, with just minor experience trying (and spectacularly failing, I'll have you know) to mod Morrowind *way* too long ago, which is one of the reasons I appreciate how "minor" bugs like this can get through) it's a case of the disinfection point shift not being properly tagged to a later quest in Act II, causing the Quarantine Zone to never open up even if you decide to let them do their job and werf it with their flammens.

The fact that one Chapter 2 quest fails, and the other Chapter 2 quest remains stuck in limbo, however, seems to indicate bug. If both reacted the same way (since accomplishing one is tied to accomplishing the other) it'd make sense, but the disparity (a quest stuck forever in your journal, as an Act II quest, while the other quest enters the fail state) is where I think it's bugged.

It's most likely a bug, it could have been fixed with the last few patches, but I won't test that again. I don't get anything out of it and the one time I tested that was for the interest if it would change something.
The indicator that there is no ending slide for that quest stuck in limbo, also makes the bug more likely.

I had this issue in my first playthrough, but in my 2nd one i repeated my options but instead of playing the waiting game, I took care of Janus and then headed back to see if you could get in the quarantine zone and the zone was open. Just don't wait till the end of Act II.

I think there is also a dialogue option that is something like "You would deny a Rogue Trader access?" which, I think, makes it open up immediately after the next mission regardless of what planet you do. I am pretty sure I got access after Kiava which I always do first.

edit: It could be linked to character level rather than mission or dialogue. I also scout all the planets and take care of all the accessible space battles before doing the main quests and I seem to recall at level 26 or so a whole bunch of quest prompts hit me, like the Genestealer stuff and various companion quests, which is what prompted me to return to that station when I did.
