I can't find its effect recorded on my party. The description says
Allies of this staff's wielder have their dodge increased by +wielder's WP bonus%

Given how high you can buff Idiras Will that is not an insignificant amount that's awesome as a switch staff. Just not sure if it is working - so if you know, share please.
