Even damaged a power armor would make her immune against most attacks through half the game, so I assume the answer is balance.
Her whole story is about getting a Relic Power Armour.
That quest could have been moved to act two.
She is wearing lighter armour than she arguably should be when recruited, but that's in a situation where she might reasonably have been unarmoured and grabbed whatever was closest. By the end of Act 1 she'll be better kitted out than an average guardsman.
However there is a general trend of gear a Rogue Trader should have access to not turning up for far too long. It's ridiculous that I've not found any kind of melta in Acr 1, and two handed melee weapons take ages to appear without the DLC (I'm not saying I want an evisirator in Act 1, but I want an evisirator in Act 1).
