On the other hand, I've seen situations where she is downed hard before doing anything meaningful (Her last companion quest)
Kibellah is OP in act 1, broken action economy, I can't see an operative melee matching that. In act 3 I guess the operator's greater direct damage might become a factor?
You have near infinite shooting Ulfar in Act 3 with the right equipment (guaranteed crit on pistol, free attack every pistol crit and refund AP). AoE burn pyro psycker that does 100+ burn damage globally on round 1 (momentum gain from Black Ring + Argenta into instant Executioner Heroic global burn). Sanctic which applies +50 damage globally to entire team with an officer to give resolve.
