If you can afford it, play it with the DLC. If you can't, the base game is still fine.

Chapter one stuff but it requires you to sacrifice 3 profit factor? Ouch.
I have found the first DLC adds a lot of depth to the game and answers some basic questions and generally helps out with the story and the 40K universe.
Note: I completed the game 3 times and am early in my 4th game with the new DLC content.
I myself think the DLC info should have been in the base game.
