Rogue Trader's Cloak uses ?

It gives +5 Fellowship for each enemy in a 2-cell radius.
Fellowship is mostly used in dialogs though - so how is this cloak comes into play ?

As best as I remember, Fellowship has a lot of combat uses for the Officer class. Maybe Grand Strategist or Master Tactician as well since those are both advances of the Officer class.

Fellowship translates to resolve, and resolve translates to power.
