I have no idea if you have to do the other interactions but the drinking of the soup is the most vital.
I explored the place thoroughly when I got there for the first time and cannot even remember what I found and did everywhere, except I tried to be nice to the lower deckers all the time.
Since the lute player is a Nemesite I believe he plays no role for the achievement.
-stop guards burning the habs and save the burnt man
-give some food cards to a beggar
-did the train thing
-talked to flute player and click all his interactions
-Fired the violent guard
-did the crane puzzle
-give the gang weapons
-killed the outcasts and clicked on all the sick people
than i talked to the foreman and give him ration cards and drink the soup
no sure if all these are necessary But i know talking to the dead man and the blind man defiantly is not.
-Also did not drop the cargo onto the enforcer with the crane puzzle.
I did not kill the guy at the edge (picked option where I did not judge him), so he comited suicide.
-When talcking to flute player about the story, you have some dialog choices (one with coercion, one with perrsuation and one regular). I picked 1st one "may good times come for you one day,...").
-Where the goo pit is there is shack of some beggar. When you go through it, hes gonna be mad that you go through his house and text block will appear. Also avoided that. Perhaps it also matters.
