That's easy. Any abilities/talents/gear you want and mix with grand strategist.
That's ... it. Voice of command you get free and the other one you want is bring it down and I suppose the stratagem that doubles buffs. (aka quadruples buffs later on and if you really feel dirty it can can go even higher)

For extra brokenness add as much momentum and resolve as you can squeeze out to guarantee a heroic action on whoever gets an extra turn from bring it down, and then a second extra turn from the officer heroic, with free buff abilities. (and yes, voice of command and lasting impression stack)

For super duper extra brokeness, make sure you get the item that buffs bring it down in the first act from the void pirates and enjoy your 4AP free turn...with movement if you so wish.

Enjoy never seeing another characters turn besides the one you buff.
(I mean that literally. I have them configured as passive buffs where possible because they never get a turn.)

Officer is a support class so you want to mix it with the psyker origin (santic and biomancer mostly) to give even more buffs to the party. Late game you can also get a lot of psyker rating through gear to also deal a lot of damage with your staff

I just finished my first playthrough as Noble Officer -> Tactician. Psyker sounds better from a min/max perspective (and something I might try on another playthrough), but I loved the roleplay element and simpler take to the buffer role of the Noble (I didn't have to invest anything into Intelligence or WP and dumped everything in Fellowship and Persuasions to make the most of benefits for a handful of skills I picked that benefited from these). There is an accessory you can get from one of the merchants (after chapter 3, I think) that allows you to go first in any battle. So if you don't want to go Grand Strategist, but still get that sweet, sweet, first turn, that's a good way to fix that. Getting first turn with any officer archetype is just stupid broken, especially late game. Buff a strong character a handful of ways, give them an extra turn, watch them destroy half the field with burst fire before the enemy can breath. Definitely more fun then I thought it'd be!
Officer + strategist is whatever the equivalent of a glass cannon is to support.
You don't do anything... you don't shoot, you don't hit, you don't bother with cover or ambushes or anything. You are not in a fight, you simply pause momentarily to decide how best to swat away the enemies of mankind.

What you do is point at stuff, and whoever you choose to deliver your wrath, will leave behind a massacre. The only things that can withstand this are encounters that are multiphased with invincible armour.

Any buffs that kick in during the second round are useless, defensive buffs are not only a waste of talents but you even get some built into your damage buffs. Front line gives so much armour I have taken 0 damage from bosses...but you will use it for dps.
I have played a Noble Officer > Grand strategist. Such an easy way to "break" the combat difficulty. You clump your entire party, no need for cover even. At the start of the battle - drop Frontline on all of them, followed by 3 stratagems (Combat Locus, Stronghold, Trenchline(trenchline with the upgrade, so they don't move when dodging)). Then with the leftover 2 AP, Bring it down to Heinrix for word+shield. The game is not able to counter this.
