PSA *Peak Condition* talent

Did a little testing- Peak Condition can be used to increase strength for talent selection i.e. Peak condition can be used to bump your strength over 45 for the purposes of picking up "Heavy Armour" or "Power Armour"

This can help you out with saving attribute advancements for other things e.g. power armour Pasqual will likely save 1 talent (*Strength Advancement*) and 3 attribute levels (Strength x3).
