Not only would it be too much to actually complete work on an entire new DLC (with a whole new beefy chunk of content about Adeptus Arbites) between the release of the current DLC in September and next in December (3 months?), it would not make much sense for the players either. Give people some time to digest and enjoy the current DLC, before you dump another one on them. Not to mention it would hurt Owlcat financially, as such short releases (besides costing them tons of money to make) would make people prefer waiting for a more complete version of the game, rather than buying individual DLCs.
Personally, I would not expect the next DLC before April at best. June 2025 would be my guess, actually.
Anyways: play the game now, come back in three months to replay the game with the new DLC.
