idira tlass, the first psycher you can get for your team is an unsactioned psyker tho
I don't know about now, but at launch there wasn't anything mentioned for being unsanctioned.
That said, there is no overt/covert pysker power mechanic in the game. Normally a nascent rogue psyker would hide his powers and avoid using overt spells to not attract attention. So others (with very few exceptions) would not be able to sense their powers. Using overt powers or opening a breach in the warp should call for some dialogs from the companions.
But considering psychic powers were a very late addition to the game, the system got a bit rushed, so it's kind of lacking. I hope they do something with the DLCs.

I've definitely felt like the acknowledgment that I am a Psyker is VERY lacking in alot of Psyker-centric conversations.
Like, why am I asking Heinrix about the ordeal of being on a Black Ship if that is something EVERY Sanctioned Psyker goes through?
