Without hood it worked for me (yesterday). Chapter 1 sewers fight, i set Abelard on fire, orchestrate, and his melee attacks added 30 fire damage (the fight has maxed out veil degradation).
For me it looks like it turns on and off (mostly off) like it happened to that damned Covenant belt in Wrath.
Ideally it should be great - warp burn on enemies should trigger burn(3) what Daemon Tool should add another 20 stacks on top every time warp burn happens and normal fire damage from Ignite and melee attacks should also have it.
And yes it did work for me in Act 1 and in one side quest after that.
Thank You for input, when You try it in Act 2 on yourself does it still work?
Still on new playthrough so my testing is limited to chapter 1. Not sure if i manage to get to chapter 2... 4 man party without a telepath so Aurora will probably say "no" :P
