It's mostly Impossible to keep that many points since there are so many systems completely unreachable without spending them; Or am I missing something?
If you replace Casia with an alternative when you meet the Noblite delegation on Draconis, the new navigator will have a full 20 navigation points.
Jumping to max at that point (at which most routes should be completed), should give you more than enough to save up 6 for the end.
(While I failed to get to Draconis that first time, the plan above will be considered for future success possibilities.)
That being said, I feel like for balance the random travel events that can potentially give nav points, needs to happen a bit more often.
