What is a "Las Weapon Expert"?

AS usual - Need to spend more time in forums than playing the Owlcat games to understand the game mechanics better. Even the RT wiki is confusing - I see both Las Weapon and Laser Weapons. Are these both the same?

I would think that it means that the opponent has their dodge % reduced by 20 against you if you have the skill and are using a laser weapon.

Yes, Las is just short of Laser.

Las is laser, applies to all Las<something> of the Imperium as well as the xenos weapons of the relevant types: eldar sniper rifles and dark eldar lances (you'll see it in small letters under the name, on the far right).
