With the recent patch, they added an extra free respec for each character in current games, as compensation for all of the changes that they made, so that players can respec their characters to accommodate the changes without losing PF. Characters in new games won't benefit from this, but they shouldn't need it because they will be leveling with the changes in effect.
For a character taking advantage of this free respec, their next respec will be free of cost, regardless of where they were in the count of respecs, and without advancing the count. So, for example, if you had a character that had respeced 5 times already their next respec would be free, and the one after that (their sixth "regular" respec) would cost 3 PF.
Also a feature of this free respec, characters in saves that were not for whatever reason able to access the Factotum to kick off a respec were given a special power to kick off their free respec as a "field respec", meaning that they can do it anywhere without having to talk to anyone.
So, long story short, respecs don't cost anything until you do them enough that they do. If you don't do a lot of respecs then it is entirely possible that you might complete a game without ever paying anything for a respec. If you do a lot of respecs then they will start costing PF, and that cost can add up quickly, so limiting the number of times that you respec any given character is a good idea.
I used it for my character, decided re-speccing 6 characters is too much hassle and I'll do it on the ship.
Looked for it on other characters other than my MC and couldn't find it.
Not sure if "field respec" got transferred to Factotum or what, I don't respec often (if ever, because going through all skills again is massive pain)
It feels like a terrible design decision making respects cost increasing PF in a game like this - with gazillion talents not working, or working not as intended, and overall obscenely huge talent trees, lots of abilities, and so on.
Obviously, players want to respec and try some new talents and builds, or even reset archetypes if they are too deep in the story and don't want to restart.
Putting a progressively increasing cost to respecs in a game like this is just dumb and disrespectful to the players, practically forcing them to use external mods, e.g. ToyBox
Not to mention slapping completely useless skills/talents on some joinable NPCs and limiting their respecs to lvl 4. Why not reset to lvl 1? Another dumb limitation that brings nothing except grief and, again, the need to use mods. Bad design decisions are bad. And please don't bother telling me it's to make companions "more unique", they are unique enough, all right.
