Why would you ever use a single shot over burst fire?
To avoid hitting your own people. Because you only have a single round left (not all weapons have a magazine size that allows for a full burst, and some effects change how many bullets you can fire so even the ones that normally do can have instances where they don't have the ammo for a full burst). Because you only need a single round, and a burst is just wasted ammo. Some abilities require a single shot, and do not function with bursts or area effects. Or you might not actually want to kill the target, and instead soften it up to get some effect for another character.
There are multiple reasons to use single shots, though most of the time you are better off with burst attacks if the weapon is capable of doing so.
Not that anything else regarding the combat in this games combat is any more balanced.
It´s mostly a mix between op and useless skills and weapons.
Bc of Arch-Militant you want the odd single shot? And Firearm Mastery sometimes?
Ballistic skill does nothing against enemy dodge and cover. "Buffing the F out of it" generally just makes you crit more.
-Pasqal hitting her with his starting ability "machine spirit communion" basically pumps her burst hitrate to ~90%; recoil BEGONE (this more or less justifies making him a grand strategist; he can apply it and Tactical Knowledge at the start of every combat)
-that 100% acc necklace applies to every target in the overpenetration line as well
-it synergizes really well with talents that buff/debuff based on number of attacks she's made (if you use that heroic act that lets her take [RoF] extra shots) & the number of enemies she's damaged
-arch friggin militant's primary self-buffing mechanic demands you alternate attack types. sure, that's what the heavy flamer is for, but making laser-accurate 100% overpenetrating shots at max bolter range is a pretty neat trick too
btw has anyone else tried out her kick+martial arts ability? It might not be optimal, but it's really kinda fun, ngl

oh my god I just got ulfar and with Peak Condition bumping his STR to 130+ I'm afraid of what his kicks will do to people
