Spoilers! Anyway to save the guardsmen in Commorragh?
I was hoping to jailbreak everybody, but in the end I only managed to get the survivor from Yrliet's plotline

Be Dogmatic, their whole arc for act 3 is rallying the people, and avoid the icon and dogmatic option when talking to the nocturne at the end when it comes to your people, an option that reads to "their part in the play isn't done" or something like that.

Okay, so far I've imprisoned then sent the commissar to the arena, where he got himself killed and I got his head for the homunculus, and before the 2nd arena fight I rallied the troops by saying the Die for the Emperor option. Never saw them in the arena though. I really hope there is an option to jailbreak them. I will go through extra hoops in Commorragh just for that.

I figured this out a few months ago. The save the rebel option is in the game with Vigastes even appearing in Act 4 on your ship, but is incorrectly locked behind the Comissar Redeemed flag. I just posted a link and my bug report I made months ago on the bug report sticky (now that I see it took long enough lol). Anyways here's my dicussion with a step by step on how to actually get Vigastes and the rebels saved with Toy Box:

That's fine as mine looked the same by the end for Chasm throne dialogue. The key dialogue to save them is supposed to be later, when the Harlequin (Nocturne of Oblivion) saves you from the 3rd Arena fight (where he gases all the Drukhari that come to kill you and they fight eachother instead). In his dialogue just after taking the portal, that's when you "should" get the dialogue to save the resistance but don't unless you monkey around with ComissarRedeemed flag like I did.

To fix it before a possible patch all you need to do/understand is this:

1. Be able to install and use Toy Box properly.

2. Under "Bag of Tricks" menu, scroll down to quality of life and enable achievements so you don't lose achievements for just fixing a game bug.

3. Load a save that's AFTER the 3rd Arena fight and before talking to Nocturne again (you have to fight the room of Drukhari first with the two bickering Succubus leaders over a dying Farseer). We're trying to avoid any unforeseen complications with adding the flag we want only temporarily. I personally made a hard save right before killing the last enemy here, because the Nocturne dialogue starts right away with him/party running up to the dead/dying Farseer.

4. Scroll back up and at the top right of the listed Toy Box menus, click the etudes menu. Wait for the game data to load into Toy Box.

5. Now in the top search bar of etudes menu type "ComissarRedeemed" without quotes and with spelling mistake (probably on purpose to keep people like us from changing stuff!). :D :D

6. Hit enter

7. You will see the ComissarRedeemed flag pop up and not much else. Next to it, to the left, you will see the option to "Start" on the same "line." Hit Start.

8. Go through Nocturne of Oblivion's Dialogue to the point where you can thank him for all your help after he just told you about a ship to escape on. It should end with something like "so go on now!" Hit continue.

9. Because you enabled that ComissarRedeemed flag you will now see the two dialogue options I mentioned in previous posts.

10. Before clicking anything else, go back to Toy Box and now Unstart ComissarRedeemed flag. We no longer need it anymore and I wanted to do so before progressing any further or even before clicking the actual dialogue I want, in case it returned any facts/flags as true that I didn't want about the Commissar. Having ComissarRedeemed started only for one hit of a "continue" is the safest way to go. You're now done with messing around with flags.

11. Click the option "Bring my comrades who previously served the Commissar from the Chasm." The other option is the one for the Commissar path. Now MAKE SURE on the next option you pick the neutral option with no conviction shift (They still have their parts to play on the stage like me" or something).

12. Congratulations you just saved the Resistance, Vigastes and didn't have to save that jerk Commissar. :) :)

There's a whole bunch of buggyness somewhat related to that 2nd battle.

- The Resistance doesn't show up. I think I read they do for Commissar Redemption path, but that may be for the 3rd arena fight.
- Sending Commissar and Malice to fight in the Arena for 2nd fight at the same time, will bug out Malice I think and he doesn't go down the stairs. He also has the normal name of his race rather than being called Malice.

I have to replay the whole chapter because I missed something that I wanted to do beforehand... bummer. So i may feel like exploring that stuff when i get back there. However, it may be impossible to see the problem from out end because the buggy flags are not handled in dialogue but during the cutscenes.

Edit: I bet the option "Bring my comrades who previously served the Commissar from the Chasm." doesn't even appear legitly in-game, even if you go down the commissar redeem path, because I think it may require Vigastes to be saved which blocks redeeming the commissar automatically. So there's a paradox/catch-22 in the conditions there.
