its says, temporary wounds you have/get now stack up, and when they already there until the next turn of your vanguard they only reduced to the latest largest amount applied.
- grants 1 resolve per attack on the character, up to 15; I do not know what counts as 'an attack', but I suspect it is the use of an attack action (bladedance = 1), and maybe only with melee weapons
- if you gain temporary wounds, they stack now
- at the start of your next round, you lose all temporary wounds except for the strongest effect; if they are less than your stacks of beacon, you gain as many as that
I don't play vanguards, so I have not checked what it actually does. But I can see several points which may work differently than expected. Attacks might mean melee attacks only, but maybe they include ranged ones. Does it mean an actual attack with a sword/gun, or would count free abilities like deathwhisper or unfinished business, too? It says one stack per attack - attempt or actual hit? I'd say attempt, but I am not certain.
There were changes in patch 1.2, so maybe it does not work as it did before then.
