Psyker Telepath
Assume that this is unfair difficulty. How do you make this work?

Not exactly sure what you mean by "Make it work", but the general gist of every psyker is - struggle until you get to psy rating 2 or so, thn it becomes OK. For Telepath, Willpower is also important, so stack that stat. Fortunately, Cassie can get a buff that will add an insane amount of willpower to an ally - so use that.

The problem I face is that the telepathy seems to do practically nothing worthwhile and I just finished act 3. Stacked willpower, did everything obvious ”right”, but the game seems to be designed so that you either do damage, tank or you do nothing that makes a difference. I don’t think that that’s intentional and it’s perfectly reasonable to assume that I am just not seeing something.

You should have access to the Telepath's cone stun power then. If that does not seem worthwhile to you, then Telepath will never do it for you.

the damaging powers of telepathy worked well for me. Make sure you pick the skill picks to enhance those and yes WP is king

1 - your psyker telepath still has archetypes. if you want damage then you should pick either operative or soldier. Them maybe an assassin to hit those openings.
2 - psykers don't need to do psyker things every round. that is why they removed psyker from being an archetype and made it a background. there are skills from the archetypes that can be used too.

I believe i used idira (it was on daring so pretty much everything works) as a damage psyker with telepathy and she applied the exploits then dealt massive single target damage but i always found the staff ability to be stronger due to the AOE.

For me Idira was the MVP for all non-boss fights (where Argenta was able to dish out several thousand single-target damage per action instead), due to the cone skill that has huge AOE and massive damage - usually 500-2000 damage on turn 1, so she could kill everyone - groups by AOE and stragglers with the single target skill+Pain channeling. The "trick" is to push up her PsyRating as much as possible, what I found most broken is Warp Conductor gloves which give 1 psy rating for each perils of the warp triggered - there is a breastplate that does something very similar but I gave that one to Heindrix, so that both of them can have 10+ rating easily if you focus on just one Psyker this should get crazy realllllly quickly, you only just need one Officer ultimate in order to be able to skill multiple times a turn and items that trigger more perils of the warp can be very helpful too. Oh one more thing that is crazy good with Idira, if you spec her as Bounty Hunter and there is another BH in your team that other BH tags an easy target as prey and then kills it it will give Idira an extra turn through Savour the Kill during which you cannot attack - however Psyker powers are not considered as attacks by this ability, soooo, if your main (or a mercenary) has a similar setup you could ping-pong between them murdering everything :D
