Cut content - a huge problem with Santiel's Pride - SPOILERS!!!
After going through all the available content on Santiel's Pride, I found that something is not right here - as if something is missing here - in search of answers I came across a thread on Reddit that described how to get to the locations that are inaccessible to visit without using ToyBox, and I came to some rather unpleasant conclusion - namely, that this location is very messed up because it is probably a combination of two locations that were supposed to be separate plots, or the content of this location was supposed to be divided into several acts, or the truth lies somewhere in the middle.

Santiel's Pride is a planet that belongs to the House Chord. While fleeing the dark city, Tervantias informs us that he has just stolen another sun from the system, which turns out to be a "Mundus Nullius". When we reach Santiel's Pride in Act 4, exploration of the location is limited only to the upper level of the hive and a small part of one of the spires. Skipping the whole procedure of getting to the inaccessible content, suffice it to say that it represents the underhive of the city and is filled with survivors, cannibals, and xenos. What's more, some of the information we acquire while exploring this section overlaps in many ways with what we can see while exploring the upper level (a strange dialogue with a scout, during which we can conclude that we are the ruler of a planet [that doesn't belong to us after all], a mention of other survivors and cannibals, a statue of an emperor with unusual elements). - conclusion: I think there was a mistake here in combining two threads, which were either meant to be separated into several acts or the combination of two separate locations - this would be confirmed by the presence of Haemonculi (Tervantias in dead human body) - which our character does not recognize during the encounter, and the fact that in conversation with the "elders" we meet, we are introduced as the ruler of the planet and that those (elders) seem confident that we are from the legitimate ruling dynasty there - which, after all, should belong to the house Chord, or another theory, two locations were combined here, which perhaps were meant to be two separate locations, but shared, e.g. style of location construction.

After analyzing everything offered by the unreachable part of the map, I came to a very sad conclusion - what we can find here is a remnant of a large amount of unrealized content - sad because everything we can learn from this location does not stand in great contradiction to the rest of the game, it is rather the developers, who tried to cut a large thread of the game in a rather unskillful way in this case. Here are what conclusions we can draw/information we can gather:
-the governor of the planet was a member of the house Sauerback - this fits perfectly into the picture of the game between nobles, each of the great houses took care of one of the important planets of our protectorate (Janus - Vyatt, Kiava Gamma - Gaprak, Dargonus - Drivestem, Santiel's Pride - Sauerback, Foulstone became our colony later and holding the governorship over a penal colony is hardly an honorable position) this also fits with the religious fervor of the house Sauerback, as the planet was famous for its Promethium production, and religiosity (and allowed for a simple cosmetic adjustment for the needs of the Chord dynasty),
-during our conversation with Tervantias, he doesn't tell us who he is (not even his name, the fact that it's him is evident from the addition, probably mistakenly by the game, of his personals and portrait to the conversation), during the conversation, he calls us "specimen" and gives us a "serial" number, (which may indicate who we are dealing with during our visit to Commorragh) and when asked if he was behind the theft of the sun he makes a comment about it being a collective effort, which doesn't contradict what he says during our escape from the dark city, when he reveals that it was on his orders that the sun was stolen,
-from the notes we find emerge strong connections between this location and our protectorate, as it makes reference to, among other things, the Dargonus,
-none of these elements conflict with the main line of gameplay (except that changes were made to cover the original idea).

The reworking of the locations, by adding cosmetic signifiers of the Chorda dynasty, (which has a strongly religious character in the game), the addition of some simple dialogues about the planet, which could apply just as well to a newly generated one, (one that is not burdened with so many "loose ends") and the excision of the underhive is an attempt to quickly cut off quite a lot of additional content, and I leave the guesses about the reasons for this to the judgment of the readers individually.

I paused my game a few weeks ago at the startish of Act 4 waiting for the next patch, so I can't confirm anything but good catch. :)

I will take a look myself when I get there post patch. Maybe they will clean up some things you mentioned narrative wise and I don't doubt that you could have found some missing/cut content here.

The whole map does feel unfinished, story-wise. Like they planned to have a larger sidequest in there, with the weird statue of the Emporer and the bizzare messages lying around. My Personal Theory was that the quest was about a Genestealer Cult, the one that also shows up in the Dagonet Events.. There being another unfinished second Level would explain a lot.

But yeah, your Idea about two merged locations might also be the case. Maybe the developers planned a whole lengthy Side Quest for Santiels Pride, realized that they wouldnt be able to finish that, and instead of cutting it filled the location with events and dialogues from a different place.
To be honest the whole game felt rushed, after all it was to hit the prime Christmas sales window.

Gotta love the "we'll fix it later or cut content to meet a deadline" instead of publish a complete product that they can be proud of.

Either that or it's intended for the Death Cult Assassin and Adeptus Arbite companions that are releasing in June and later this year, respectively.

Both are said to have 10 hours worth of content, each.
