Mercatum Tabula Officiale - Clementia?

(lite spoilers in the question, stop reading if you care about that)

So I saw the post from some folk about triggering the quest properly (if you don't have Jae with you - and she's not auto-added when they move you to that zone - you get asked if you have your seals, then get sent to the queue, then nothing happens.

But I'm not seeing anyone running into the issue where, if you walk up to Clementia to get her seal (to start that portion of the quest chain)..
- she isn't arguing with anyone
- purple-box particle-effects spawn at her feet
- she tells you to calm down (jae)
- she asks if you found the missing seal (no, because her part of the quest doesn't trigger)
- aaand then the rest is borked.

Given that the solution to the first bug was a simple 'make sure you add Jae to the party', and that most people seem to be able to get both seals (and then have issues after), is there a specific condition I need to meet before I go talk to Clementia? I tried Jae in and out of the party, but is there another character expected to be added to the list? Some other person I should've already spoken with, or checkpoint I should have passed?

Although it may not be relevant to the substance of the issue, the missing seal itself can be picked up without initiating a companion quest.
No other companions needed.
