Report a translation problem
The game has a list which companion is found where and puts them there in order, depending on who was with you. If you had Argenta, she is near the commissar and probably #1 or 2 on the list, so she is always among the first three unless you left her behind.
Generally correct but a small correction - you find:
- Two companions in order of priority before the first fight (I think it goes something like Argenta > Abelard > Yrliet > Pasqal? = Jae?. I didn't test all the combinations, but Argenta and Abelard are definitely higher priority than Yrliet, and all three can be recruited in this phase.)
- Basically everyone else minus the psykers after the first fight. If you're clever you can also unlock one of the new companions here. (This should also be where you can beg for a psyker, but I don't know if it has other requisites)
- The Psykers and Psyker-adjacents after the second fight (Cassia, Heinrix, Idira?)
