I mean Cassia has psychic powers - unique ones. What do you want a really big mortal to do thats unique? Maybe hold a gun no one else can? Does that need a class?
Any other character, with these archetypes can do what Ulfar does, BUT BETTER.
From the gear and weaponry options and choices, to not being a ♥♥♥♥♥♥♥ 4 square blob that can't get through half the choke points and is unable to use cover.
Ulfar, as a space marine, have been done dirty, to think otherwise is massive copium.
And some jump ability to deal with those pesky ladders and blockades in his way.
Yeah I think I said that once before. His variant of the charge power should have been a jump instead.

- Wildfire + Flashfire
- Confident Approach + Calm and Steady
and as much BS + PER + AGI + TGH + WS (with this priority) as you can get.
For the first level of Exemplar take:
- Perfection Under Fire
- Rapid Reload
Strategy:
Turn on Cofident Approach. Move to line up enemies. Use Rapid Fire. Burst fire your bolter. Use Wildfire. Burst fire again. At this point you will have 4 stacks of Versatility and always deal maximum damage thanks to Confident Approach.
Once your AP cost of Wildfire is low enough, use Run and Gun and burst fire for a 3rd time in a round. Once you have enough momentum, use Steady Superiority for another free burst per round.
Reload. Repeat.
Make sure to switch to pistol (Astartes Plasma Pistol is great) + knife before ending your turn to enable parry. If something gets too close, kick. Then burst fire your bolter.
The only completely wasted feat he has is Second Skin. That one is weird, maybe Owlcat did that as a stand-in for Black Carapace, which he has and does the same thing but for Power Armor.
His stats are insanely high naturally, he gets some of the best armor and weapons in the game, and although his class choices aren't optimal, they aren't terrible either.
Sounds more like you don't know how to use him properly. He shreds and functionally can't be harmed by anything short of intentionally OP bosses.
You don't need more strength when your primary move is to burst fire your bolter. Poking things with your knife is a waste of AP, just use it to enable parry between your turns. His INT isn't high enough to give a meaningful bonus from Know-It-All.
The other Exemplar feats after Perfection Under Fire you should be taking are:
- Degraded Defence
- Shot Through
- Critical Velocity
- Tough as Steel
These aren't really needed though. Ulfar is ridiculously good, those 4 feats just take him totally over the top. Especially combined upgraded gear, he already destroys with his default bolter.
I'm sure somebody came up with a good melee build for him, that's just not how I personally play him. I do like his strong melee presence because it enables you to place him wherever you can line up the most enemies for burst firing.
Also, melee weapon + pistol (bolt or plasma) is one of his better builds. With counterattacks, he can use his pistol instead of his melee weapon, and there's several feats that interact like 'if you hit with melee, buff ranged; if you hit with ranged, buff melee'. He's able to charge in, smack something twice, and then do a powered up ranged shot, or charge, ranged, melee for double buffs. His one-handed weapon options are REALLY good (as are his melee weapons) and don't lag behind his two-handed that much.
I also prefer giving him a flamer over his two-handed ranged options. His heavy flamers have insane range and he gets a helm that buffs them further.
You only get 5 Exemplar talents iirc, you shouldn't take low value ones like Confidence Under Fire ever. Unless you're going for a Ghost Helm Prescience setup, you don't need Know-It-All, very low value talent.
Ulfar's Pistols are underrated just because of their frankly disgusting base damage.
Flamers are straight trash though. Low armor penetration, limited range, no burst fire. Basically everything you don't want in a weapon.
