Report a translation problem
So : Not everyone, but "anything". People that are prey work, but it works on crates, cover, etc etc.
Also it triggers on every prey, the game doesn't differenciate. So if you have 6 BH, you could in theory trigger it 18 times.
also : It's always the first character that triggers Savour the Kill even if you have 3 savour the kill. and by "First Character" It's... ????? Idira ? The theory is "the first character recruted", might be alphabetical order too. But if Idira isn't in the party she still triggers Savour the kill and the rest of your team can't have it anymore.

If you've got at least 2 BH, for some unknown reason, one of them is going to get all the bonus turns, not the other.
In my case it's Idira.
Edit: To clarify simply having an ally attack a non prey enemy usually resulted in an extra turn with no attacks. To me it seemed that the BH with the closest proximity to the target would get the extra turn when Idira was farthest away.
