Is this still bugged and you have to act like a sub to get to dominate him? Or has it been fixed and I can finally, reliably, turn him into my pet? And what flags are there for this? Does it start when you get got on the station? When you're being interrogated? When you get his special toy back? I'm confuzzled.

The short answer is yes, it is very bugged and no you can't turn him into your pet reliably without toybox because there are some flags that work wrong.

The flags you collect are 3 different flags:
dominance
submission
Archon

dominance and submission flags refer to his attitude towards you (whether he's the dominant or the submissive), and if you mix them, you will get the wrong scenes. This is bugged because certain actions that should give you one flag give you the other.

Archon flags come from the few events - such as giving him the toy from the tower, helping him with the Drukhari in chapter 4 and probably a few other places - and are used in chapter 5 to determine the outcome of his personal quest. I never found them all in-game, so this may be bugged. You need at least 5 to get his good ending, but the max is 8. I don't remember how many I found, but i had to edit this value.

Also, there are no flags that he collects before chapter 3 recruitment. Meaning whatever happens during chapter 2 and the interrogation has no bearing on the romance.

Ahh now it explains why my romance was acting so weirdly. Could I ask if these can be changed with toybox? I have never used toybox but when I click on inspect for "Flag dominance" and "flag submission" I cannot seem to open them or see any value.
