It's broken a bit later by crazy effect from tons of Versatility stacks but we all know how much they're broken.
b) Low ammo capacity hurting a lot.
c) Natural RoF is low (only 8) so he forced either burn out AP on Rapid Fire or fall beyond better guns almost instantly.
I don't see a real power here, only a nice gun for doing sub-par build.
What is a higher possible damage than this build?
There is an accessory called the Cogni-Simulacrum. One aspect of it is that you can use it as an action to attempt a Logic test at some difficulty. If successful, the accessory is destroyed, but the character that completes it can now use their Heroic Action any number of times, without spending momentum.
Play the game normally until you get this item, then respec an Officer into being good at Logic tests. Make sure the Officer has the seize the initiative talent or whatever it is that lets them act first. Have them succeed on the test and now be able to perform their Heroic Action whenever.
From this point on, your enemies will never have a turn. Why? Because when control is returned back to the officer after after the initial target of their HA has had a turn, the officer can perform their HA again. So basically from turn 0, you can just order around some other character to constantly take actions.
So sure, you can spec a character to do an insane amount of damage, but its also possible to get to a point where the enemy never gets a turn. Talent/gear wise its is also fairly unobtrusive as it just takes the one item, the seize the initiative talent, and respeccing the one time to maximize logic tests. Once you have the ability, you can play any way you want.
So I'm happily just having my officer MC order around Sister Argenta while she mows everything down with a heavy bolter. Do it long enough and get those stacks of versatility high enough and its crits of 300-500 damage per hit. I one rounded the defiler, one rounded the c'tan (plus or minus a few issues where they get interrupting turns and I had to do a slight shuffle).
and this is better than fully buffed Improved Heavy Bolter / Calibrated Stubber... how exactly? lategame you're not exactly limited by AP with all the ways to get more free attacks, and unlike your pistol. with a heavy weapon you'll actually be in range of stuff...
That item is bugged, it should make you use Heroic action for free, but not more than once in a combat.
