So I'm at the end of chapter 2. I've done EVERYTHING else. there's nothing remaining except for this. It says 'wait for the situation to resolve itself. I've gone around the whole damn area, gotten all the hidden magnifying glasses, talked to the group behind the door, talked to the liege a few times and the priest and everyone. And it still says 'wait for the situation to resolve itself'. and if I complete chapter 2, then the quest says 'oh you failed that part of the quest. whoops' so what am I supposed to do? I fail if I wait, and I fail if I go into the mutant lair. There's no resolution.

Sorry, no help, but I feel your pain, sir. Because I remember that particular annoying moment... only I can't recall the damn trick you need to proceed.

Not sure if there is even a trick to it.
The situation resolves itself when you restart the Janus trade to Footfall.

As I recall the only way to solve that specific step is to not do anything (so it resolves itself), if you go into the mutant lair and resolve it yourself then the step fails as it seemingly only exists for if you decide to not get involved at all.

They have to fix this. It is very annoying.

I also reported that bug. In my case i sent food/medicine there and the quest was open until chapter 5 endboss.

In my case I opted to wait until everybody dies from the disease, so waiting kind of makes sense, but not waiting forever...
