If you miss out on the eye due to plot choices is there anything as good or better for laser rifles in act 4+ ?

Few days old, but not really. There's an Guardian Long Rifle that has similar stats, and there is the Deadshot Splinter Rifle, which is sniper/burst weapon hybrid. Suin Kaelean is worse, but blinds on hit. There's also Crucible of Torment, which hits harder and has like 80% pen, but it has very short range. It's more melta gun than a sniper rifle.

There's some strong human made sniper rifles but they show up near the end of the game.
