Then again, if you play an officer, usually you would bring a damage dealer with you, unless you purposely gimp yourself.
i mean usually officers are op and runing 3 officer and buffing hernix is a perfectly fine strategy
That's why I call act 3 unbalanced. Because you may have screwed yourself simply because there was no way to know the absolute brutal combat slog ahead of you.
But the psyker companions are locked up in the flesh opera (with Ulfar), and if you didn't drag along Abelard and Argenta, then I think that just leaves Jae who I've read can be buggy showing up. Pasqal shows up some time after the first arena fight.
Sucks, but you might have to tinker with the difficulty options to make the early section of act 3 less AIDS.
I guess Owlcat assumes everyone to at least use Abelard or Argenta by that point.
I was feeling really bad, until I go to the Mangled sector, and holy crap Argenta is standing there preaching, and I know I'm gonna have a good time already.

Partywise you get the people who were with you. If you brought Yrliet and Argenta, these are who you find first, and Pascal is the 4th. All psykers and Cassia are in the opera and have to wait. Your mercs are all back after the 1st arena fight when you go back to the Pit and leave again. You can beg for Heinrix, maybe Idira if he isn't with you, and Cassia is always last after the second fight.
Skill checks have been worked over in the last patch and are now doable.
My main is a soldier-AM like Argenta, and I got Pascal as my 3rd for the first fights. If I had been an officer like you, this would have been a cakewalk. So I had no extra turns :(
What you do first is to go over all the areas and pick up whatever two companions you get first and the gear lying around. Then do either the commissar or Malice or both.
It might be the next big fight too depending on who you have with you, but at least you'll have your gear.

Pretty bug free??
I needed to replay act 3 now 3 times and i still cant continue because when i leave passing the webway i dont get the follow up quests for act4. In my first run i could not get hernix because the npc didnt speak to me in front of his cage. i got the cage key for ulfar but there was no interaction with the cage. In my second run i got both but the follow up quest didnt apear. and in the 3. run i could not find cassie even with guides and after accepting to abadon her, i still have the no follow up quest bug.
Yrliet, Abelard, Argenta, Jae (I think) and maybe Pasqal. That's half your available roster of companions. Even if you did take Idira, Heinrix and Cassia you will have at least two of the ones above. If you have even one of those characters, the Malice fight is doable as an officer.
You have some things that can give you an edge in the dark city. You still have access to your cargo (for some reason), so you can pull out whatever weapons and gear you have in storage to give yourself a boost. If you fight Malice you do get help from the Commissar if you can survive long enough for him to get there.
But yeah, I get it, the theoretical worst case scenario is rough.
On my first run it was Argenta and Yrliet, on my second Argenta and Pascal. I never brought Abelard or Jae along. I tried the begging option on Tervantias, but no matter what he only lets Heinrix go before the second fight, and not Cassia.
If you're still having problems and bumping the difficulty down isn't helping, the game has workshop support.
Grab the toybox mod and you could either cheat super hard or respec Argenta into being an Astra Militrum or whatever it's called. Snag wildfire and build versatility by swapping between single-shot and burst fire attacks.
