How Does colony defense work?

On colony mission where they are being raider there is always a greyed out dialogue option that says to use the colonies defenses. Ive noticed the same thing during some warp travel incidents. How do I unlock this option.

I would love to know the answer to that. I put a lot of effort early on into raising my colony defenses (10 on four of them, 7 on Kiava Gamma), but it didn't seem to do the slightest thing to prevent bad things from happening to my colonies or help in any way to defend them from the bad things that happened.

in my opinion only raise colony stats that are needed for projects/colony events. And security is basically to minimize colony events that can be solved without your ship needing to visit the colony.
