And the best "melta" weapon in the game isn't a Melta weapon at all, it's a Dark Eldar Dark Lance (especially it's upgraded special version the Gaze of the Void), and that's a Laser weapon that functions similarly to a Melta. So you can't build for it with a melta build, you need to do a special heavy weapon + dark eldar + laser build.
Stick to Plasma guns with Pascal and find the Overcharge Gloves. You'll get a stack of different plasmaguns and they progress throughout the game so you won't get stick with a mid-range weapon unless you're very unlucky.

* Perfect Spot (if you aren't going to move)
* Machine Spirit Communion
* Tactical Knowledge
* Cull The Bold
* Analyse Enemies (pick an enemy you're about to shoot)
* Shoot an overcharged plasma shot, obviously you need to save enough AP to actually fire the gun so you can't always do every buff every turn.
You want Hunt Down the Prey, Claim the Bounty, Hunter's Ambush (shoot anything immobilised or stunned), Cull The Bold, Passive Learning, Tide of Excellence, Perfect Spot, Plasma Weapon Expert, Pinnacle of Weaponry, Aiming Protocols, Overcharge Protocols, Assisted Analysis, Fresh Target, Uncanny Sight, Comprehensive Analysis, Dual Weapon Combat
edit - I might be dumb that I might be confusing it's feature with the ability to actually attack multiple times, which you can't do without a buff from another character or something like wildfire, but either way I don't think it's anything special.
