I must have spent two hours walking all over the base after the last fight looking for the cogitator, just to see it has been a bug for quite a while... I am so sick of reporting bugs, I am enjoying the game, but, each time I report a bug, I enjoy it a bit less, and it is turning me off fast after having multiple playthroughs ruined because of bugs....
If you don't have the quest 'The Incident" completed to that point in Chapter 2 and have exhausted all dialogue then it may be bugged (i believe I saw patch notes on a issue like this, and people even mentioned that the fix didn't fix it. Sounds like a bug in later playthroughs due to a patch).
My suggestion in the latter case is to go back to Nomos and explore all existing dialogue again. I know that there was one last dialogue which I had explored previously (darkened), but later was changed/expanded when i clicked it again which advanced the quests (My RT found out more information and Nomos was able to figure out some more things). It could be a situation where you need to do what I did, and Owlcat may want to make it so the dialogue updates and appears unexplored/lightened once the new info is discovered.
But, "needing" to mod a game to play it, sucks....
