You also have Still Mind gets PR is increased by WP bonus/2 while Veil is under 10.

Using pyromancer, unsanctioned psyker, light your self on fire with the pyro trait to boost power level by 1 while on fire you can get 6 psy level with all the talents. 4 from talent, 1 from fire, 1 from unsanctioned. Still mind too tho that wont last long after you cast a few powers.

a) Eyes of Joyuse for Dogmatic Sanctioned Psykers (+1 PR vs daemons, +1 PR per level of Dogmatic).

act 2 or 3 their is a blood drinker staff that increases the psy +2 ( need to have biomancy to equip it

There are other way to increase resolve though, mostly through officer and its subclasses.

In the recent patch note:
Psalms of Heroes sanctic psyker talent now works correctly;

If I remember correctly that's the one adding psy rating.

Very weak one + devs broke generic Psy Rating 2+ talents with new patch :)

There's some items that increase it as well. The pirate scarf is +2, you can now get enough rep to actually get it from them. One of the colony projects has Eyes of Jaenus (or something like that) which gives psy rating for each rank in dogmatic, and the blooddrinker staff is +2. So as long as you are going dogmatic, you can get 6 or 7 rating from items alone.
