judex flamer or toxic flamer

What is best for a flamer build? Judex is good for armor pen and the ability. Toxic is for damage and for stacking toxic and burning at the same time.

And are there more better flamer than toxic flamer or judex?

Specs ? Didn't see them yet, but Argenta with an improved Flamer pistol already melt enemies

Judex is 40-44 with 10% armor pen and makes (if they fail a willpower check) to spread the flames to others and inflict the same effect and burning.
Toxic flamer is a normal flamer with 35-52 with 0% armor pen with the fact that it inflicts both burning and toxin at the same level.
With Judex having better range by 1 and toxic flamer having more spare magazine. And both having 1 as rate of fire.
