I don't think it was intended to max any of them in the base game.
Count the Imperial Navy out of that rule, as they have their own unique cargo types for reputation.
a) shops will be upgraded in Act 4 (and it's also absurd lore-wise).
b) you're barely have enough reputation to max 1 shop out of 4. Being able to max half of shops that's what be expected.
So if you were caught by surprise (like most of us) - don't hesitate to cheat a bit with ToyBox.
89k? I'm scratching that with 500 per cargo at best. That's not even max! You should *easily* be able to max out 2, and max out all 4 if you 100% the game. My god, I haven't complained much about this game, not even the bugs. But this? This is absolutely poor design, worse than whoever thought of the burst fire weaponry.
RT is complete, but very buggy in last 2 acts.
