Report a translation problem
I can say that from the description, I believe your expectation is correct. The second time you use it on a target it should send them back to the location they had when you first used it on them, and set their hp total to what it was when you first used it on them.
If that isn't happening, it sounds like it is broken. I would suggest reporting it as a bug using the in-game bug reporter (press <alt><b>).
- their wounds must have changed in between, otherwise there is nothing to reset
- they must be able to reach the old spot and it must not be occupied; this is not clearly explained - do they mean reach within one movement phase?
I haven't picked Vigil myself, since I don't see a practical use for it. Main reason being that since level 40 most fights end before the enemy gets a single turn. This reduces the value of several abilities to zero. If there is only 1 round, all the abilities which accumulate effects over time are a waste.
