not choosing Rykad Majoris as a first lets you out of saving 2 person.
1 the private that come gets you to the governor is still alive, and is a good guy.
2. at the aa gun you can convince the rebels to quit being rebels, because at this point the rebellion just started, and skip the fight at the AA gun
there is a possible 3 third that is lens room, but since i wasn't reading i can't tell you.
That's Rykad Minoris - OP is asking about Majoris, the (only) optional planet in chapter 1, which has nothing but a "check it out from orbit, get some dialogue for possible loot" event.
So I'm guessing the order of planets in order to see everything would be something like:
1. Get the Navigator
2. visit Rykad Majoris
3. Clear the prison
4. Meet the trader on the unknown voidship
5 The main course at Rykad Minoris
But then I'm guessing that by doing everything it changes the outcome of some events due to taking too long... Or maybe do Minoris first. but just don't finish it and come back later?

Anyway, if you go to Eurac V first to get the navigator, you can get Cassia and her servants alive, and have the choice of whether to take parts (scrap, I presume?) or valuables (profit factor) from the station. If you go there second, the servants are dead I believe, and your only option is to grab whatever scrap you can. If you go third, it's just Cassia.
With Rykadi Philia, the prison, if you go first, you'll arrive in time to catch Evayne before he falls into a trap and is tortured, and his squad can join you for the battle against the warden (as long as you try to be diplomatic, because Evayne won't back you up if you just go killmaimburn right away). If you go there second, you'll find him alive but tortured, and if you save it for last, he dead, I believe.
Rykad Minoris, if you go there first, then you can talk down the AA gun crew into quitting the rebellion (and I believe one or two will appear to back you up in the ambush at the parade), as well as save Private Camille who will be a loyalist (and also shows up at the parade), but if you leave it for later, the AA gun crew are too far gone into heresy and Camille's already been killed and replaced by a traitor stealing his identity.
I'd go to Eurac V first to save Cassia's servant
