Blood oozing out of random walls everywhere

Yeah, there was blood oozing out of the wall behind the grand inquisitor in the governor mansion. At first I though it was story related and foreshadowing for something, but having completed my walkthough, it feels like it was just a random bug, probably leftover from that previous cinematic where that blood was intended.

I had that happen out of my paintign when I entered my quarters. Did not sleep to well this night.
