So unless you really, absolutely need to pour everything into that attribute and weren't planning on increasing other ones, you can work around it to some extent. (I was in the same boat as you, started off with a RT with 50 Fellowship with a bonus from Humanity's Finest, thought it was going to be a big problem, but I'm currently at around 90 Fellowship and 160 Persuasion in Act 4, although some of that is item bonuses. But I wasn't relying on a lot of Fellowship Bonus-driven abilities, the Persuasion thing was secondary to shooting stuff for my character.)
It seems to work the same for other characters from what I remember, BTW, you can't increase Argenta's Agility with talent picks, can't increase Abelard's Toughness, etc., but you can do it with the "dedicated" ability level-ups.
