Officer is best coupled with Grand Strategist, because then you will always go first to give buffs and turns to the damage dealer(s).
In fact I think the best possible setup is 1-2 Master Tactician damage dealers (psykers) + 4-5 Officers/Grand Strategists. That way you wipe the entire map before the enemy even gets a turn.
You can have a Master Tactician that gives damage bonuses to another character through Inspire and Lynchpin, but really it's suboptimal because he will not go first unless given an extra turn by an Officer/GS, and such extra turns are better spent on actual damage dealers.
its a pretty strong build since it's very efficient with the stat points and you can be more effective at something else (whereas if you do int + fel, you're pretty much combat ineffective because you're not shooting or hitting anything with those are your main stats). i don't think noble is the best way to go with this tho, i'd go psyker if you really wanna min max.
Are you thinking of Grand Strategist, rather than Master Tactician?
For GS, their feature is sharing top attribute bonuses among themselves. So if you have one GS with high INT, and another with high FEL, their GS abilities will work as if they both have high INT and FEL.
Just focus on having 1-2 top-shelf damagers (Psyker, Arch-Militant), and make the rest Officers/Grand Strategists who feed them turns and buffs.

I also play with Cassia and both her and my RT have Seize the Initiative so both of us always go first and can give two half-turns to Argenta/Ulfar/whoever and it's been great. Cassia also goes first twice (first with Seize the Initiative and uses her Officer buffs) and then from Grand strategist and goes ham with Navigator stuff.
