Forgive Opticon-22's debt or not?
What's the better option? He's got stuff I want for sure, quite a bit of it so I do want improved reputation. But are the mobile extractiums worth it?

You don’t get that many extractors in the game, and having an additional two is definitely worth it, especially that early in the game. Don’t forget that you can pick them up and move them, assuming that doing so won’t put the resource into the negative.

unless you want to increase explorer, dont take the rep. thats a 5 levels on their faction

From the Mechanics point of you, the Extractors are very nice early, but after a few projects and events you'll usually have more than enough. Meanwhile, Reputation is very scarce (arguably too scarce), and precious throughout the entire game.

From a role play point of view, it sets a rather bad example to have the new Rogue Trader go easy on mercantile matters, no?

Not at all, specially when going easy is a business tactic to ease cooperation (increase reputation) in the future.
Businesses do it all the time, it is called me a "you owe me, now".
