(I should add, in the pathfinder games they programmed it so that temporary and item granted stat boosts could qualify you for feats. It might be the same here since this is programmed off of that. I haven't personally tried it though.)
It might not be that great for what you want for your psyker.
The -10% psychic phenomena directly clashes with the +1 psy-rating for when they occur.
Though definitely something you can build a character around.
The issue is that there is absolutely no indication when you start the game that you need strength on a psyker, and then it just hits you out of nowhere with a hidden requirement to be able to wear the only armor with a meaningful psyker bonus.
It's just weird. Why not have a light armor with particularly bad defenses that gives hefty bonuses to controlling your peril and such? That would seem much more in line with a "staff psyker".
Pretty sure it doesn't work (like a ♥♥♥♥ ton of other items and abilities in this bugfest of a game). My psyker is built around triggering perils, has items that increase chance of perils, triggers a ton of perils every battle, and gets proper boosts for it from other items (Warp Conductor gloves), but NEVER from the ♥♥♥♥♥♥♥ ONLY psyker-specific armor in the entire game.
It's ♥♥♥♥♥♥ man. Not worth the talent on heavy armor prof.
Psykers are not just regular fantasy spellcasters, they have their own military classes besides being a psyker, so you can easily have a frontline psyker with a Thunder Hammer, or a Flamer and Heavy Armour.
No need to have your casters walk around in bathrobes, in 40K.
they either didnt think about it at all and messed up or thought they had enough time to add more armor and weapons to the game.... which they did not have
It's got parts, think of it like an equipment harness (with weird exotic and esoteric components) that generates the effects you gain from wearing it with an armoured layer over the top of it, it's designed for protecting Psykers on the battlefield (heavy protection from enemies.), and for protecting the other troops around that Psyker by making them less dangerous.
This one doesn't add psy rating either, it's bugged.
