Why the heck is the psyker breastplate heavy armor?
Does anyone else feel like it's an absolutely bizarre choice to make the best psyker armor heavy armor?

Just why? It backdoors strength into the class requirements completely out of the blue without any indication that you're going to be penalized as a psyker late game if you don't invest in strength at character creation.

I mean I would understand if the best melee psyker armor was strength based, but there isn't a light or medium suit that supports a backline psyker at all as far as I can tell.

Use the biomancy luke!

(I should add, in the pathfinder games they programmed it so that temporary and item granted stat boosts could qualify you for feats. It might be the same here since this is programmed off of that. I haven't personally tried it though.)

To be honest, that armor is a bit strange as it does two opposing things.
It might not be that great for what you want for your psyker.

The -10% psychic phenomena directly clashes with the +1 psy-rating for when they occur.

Though definitely something you can build a character around.

I personally give all characters heavy armor - psykers get either heavy weapon training (Irida, heavy bolter) or melee duty so no biggie in my book ¯\_ (ツ)_/¯

Biomancy isn't going to help you because you can't use biomancy to give yourself stat requirements for a talent. (Unless this game is completely broken and lets you buff you way past stat requirements while leveling up)

The issue is that there is absolutely no indication when you start the game that you need strength on a psyker, and then it just hits you out of nowhere with a hidden requirement to be able to wear the only armor with a meaningful psyker bonus.

It's just weird. Why not have a light armor with particularly bad defenses that gives hefty bonuses to controlling your peril and such? That would seem much more in line with a "staff psyker".

My Heinrix is a heavy armour wearing sword and pistol Biomancer psyker. His primary job is popping strength buff on my melee frontline.

why is coercion and carouse the 2 best stats for the other heavy armors

does the +1 psy rating work? I'm pretty sure my psyker triggered a handful of perils in one match wearing this but when checking all his abilities and his stat page his psy rating was still at 2

Pretty sure it doesn't work (like a ♥♥♥♥ ton of other items and abilities in this bugfest of a game). My psyker is built around triggering perils, has items that increase chance of perils, triggers a ton of perils every battle, and gets proper boosts for it from other items (Warp Conductor gloves), but NEVER from the ♥♥♥♥♥♥♥ ONLY psyker-specific armor in the entire game.

It's ♥♥♥♥♥♥ man. Not worth the talent on heavy armor prof.

Because a Breastplate is, by definition, a piece of Heavy Armour.
Psykers are not just regular fantasy spellcasters, they have their own military classes besides being a psyker, so you can easily have a frontline psyker with a Thunder Hammer, or a Flamer and Heavy Armour.
No need to have your casters walk around in bathrobes, in 40K.

for the same reason that the witch staff is not a force weapon.
they either didnt think about it at all and messed up or thought they had enough time to add more armor and weapons to the game.... which they did not have

It's a heavy Armour because it's not just a breastplate.

It's got parts, think of it like an equipment harness (with weird exotic and esoteric components) that generates the effects you gain from wearing it with an armoured layer over the top of it, it's designed for protecting Psykers on the battlefield (heavy protection from enemies.), and for protecting the other troops around that Psyker by making them less dangerous.
There's a few light armors that also synergize with psykers, although they dont add psy rating and focus more on defenses. Personally wish there was a psyker power armor though. :p

This one doesn't add psy rating either, it's bugged.
