I mean, I was thrilled when I discovered I *did* have access to my cargo, but I'd accepted it as being part of how the game was going.
You can't change the loot filtering, you can't remove items from the left hand side.
People who think you can, either had no items filtered or tried after the resolution of the commissar quest line which turns it off.
I got stuck on this too and had to do everything with a rusty spoon.
I had the exact same bug. It really stopped me from playing.
The bug is it that you can actually take from.cargo.
Technically you aren't supposed to be able to access it
