I wouldn't take either talent til you find a suit. You can get your first suit of Heavy by the end of chapter 1. Power Armor you find much much later.

One for someone else with the talent.
I mean it's not that I don't get it, but you might want a couple of dodge tanks. If anything because their damage output is waaaaaaaaaaaaay higher.
But that is on higher difficulties, like hard or unfair. On lower difficulties risk of getting trauma is a lot less, so i wager agi characters would fare better than armor ones.
yeah personally i gave the power armor to my rogue trader arch militant who was already spec-ed for heavy weapons (the armor reduces AP cost by 1, and then there is another way to reduce AP cost by another point. forgot if its a talent or accessory but that means the 3 cost burst fire from my heavy bolter becomes just 1 AP)
abelard I gave him the heavy armor from one of the colony managements that gives him 85% armor and 5 deflect (+Carouse/10) at 142 carouse that means he has 12 deflection (+1 from a talent forgot the name)
Wrong open Toybox their is more power armor then that.
most of it is different variations for the same characters, there is still only one that can be used by anyone which makes me wonder why on earth its even a talent let alone one you can get so early
