I personally prefer her as a Master Tactician.
Some of those buff are way worth it
I especially like trench stratagem for making cover immune to damage so I can hunker down against overwhelming odds
Tactical knowledge to get +10ish damage for "free", then just spray and pray with the pistols.
Although, she isn't bad as an officer-> Mtac, inspire can be used on oneself apparently, so you can stack some decent base damage on yourself that way.
She's not doing much damage against strong enemires, but that's not her role in my team. She mostly works as dodge tank, swapping between double pistols and double swords based on situation, while giving extra turns to main main dps.

An option could be to not go too heavy into vanguard, which might be kinda difficult. For instance, the navigator has a ton of unique navigator talents that you can select in place of the second archetype talents. So if you go with grand strategist you can guarantee that she acts first and that alone makes the archetype worth it. Most of the other grand strategist levels are just spent on navigator talents.
You might be able to do something similar with jae. The only problem is that you can't select talents from the first archetype for the second one. So you will need to look through all of the vanguard talents and see if there is anything there that would complement your current build.
I hope that makes some sense as its hard to explain what I mean with out writing a bunch of paragraphs about how the levels actually work.
Giving her the gloves that lets her parry with ranged weapons was a good choice for her as a vanguard.
