And since it does specify hitting the target, You can't cheese it with Argenta's soldier ability that lets allies dodge.
Probably the best way to take advantage of it would be Master Tactician's Ally Coordination talent mixed with something large area that tends to hit everyone anyway, like Cassia's eye thing.
Maybe throw a grenade at them?
So you have to give it to someone using Plasma, Flamer, Melta, or melee aoe i suppose...
* Note: The buff goes to the one wearing the cloak, as a "reward" for recklessly harming a teammate, not to the teammate who takes damage.
...because there is no way (I can see) to audit dice rolls / damage calculations to see that something is in fact working/counting/stacking in this game.
