Frost effect on screen

Occasionally I will get a whooshing sound and what looks like frost around the edges of the screen. It last a few seconds and goes away. Does anyone know what this means? I cannot find anything in the vicinity to indicate what happened.

It's a sign of veil degradations or other warp ♥♥♥♥♥♥♥. In combat it happens when veil degradation reaches the bad bad time threshold. Sometimes it happens during story / converstations which means there are chaos shenanigans afoot.
