You can softlock your Colony development due to lack of Flogiston

Just a heads up but Flogiston seems to be the rarest material and you could use as much as 15-25 of it on your Colonies while theres only just barely that much available. If you run out and you've built the mutually exclusive options to not get more Flogiston you WILL run out and be potentially unable to finish your colonies to max development depending on what other Mutual Exclusive choices you chose that require Flogiston.
