"Duty of the Navis Nobilite" doesn't complete

Spoke for Cassia at the meeting, put to death Elina, negotiated an alliance with House Orsellio as compensation, offered to help them with their problems, and used the coercion option to get them off my back about Cass. Quest log says to talk to her on the ship. I can, but there's only one block of dialogue and the quest remains as active in my journal.

Is this just some quest not properly closing, or the kind of bug that will have destructive consequences down the line, like important flags not being set or so?

Okay, I've figured it out now. In case anyone comes here in the future seeking the answer: Some of the possible dialogue paths are broken and will leave you at a dead end. The ones that seem to work are either consistently undermining Cassia's independence or pushing for it at every choice. I think you also need to interrogate rather than directly execute Elina to get the dialogue about the Starway Atlas to appear afterwards.
