Duty and Honour Talent

Hi! Could someone plz explain how exactly it work and if it work at all?

All my characters have 4 AP.
What expect is that if i use "At All Costs!" and after that i shot somebody from my team - everybody (except office)r gonna have 5 AP at next round
and, if with that i have "Duty and Honour" - everybody gonna have 6 AP, but getting 50+% more damage.

Yet my team never getting 6 AP at next round from "At all Costs!" + "Duty and Honour"
Am i getting a description wrong or is it a bug?

Just tested it out with Hive Commissar Officer and MP was allocated correctly (+3) but NO AP for Abelard or Argenta so it is a bug for sure - you are supposed to get +2 instead of +1 but get 0. Strangely enough Idira still got her +1 AP and +3 MP.

So this talent is bugged beyond junior dev drunken dream - it makes original power WORSE, I imagine junior dev assigned to do this bit of coding...mess around, drink some vodka, comment some code out, sleep, remember nothing, submit code - DONE.
